Capitals under the sea

U.N. climate talks which was held in Huge, Holland, collapsed Saturday
after the European Union and the United States failed to settle a 
bitter row over ways to stop global warming. The meeting was to decide
how three blocs. i.e. European Union, US and Japan will be able to 
reduce CO2 as settled in Kyoto Meeting 1n 1997.

 We observed that one immpressive accident in the meeting. An American
delegate was smashed with a pie on his face by a member of NGO. It
was possible that a Japanese delegate had sufferred the same disfavor
but could have avoided it because a Japanese delegate was Mrs. Kwaguchi, 
Minister of Environment Agency. 

There are CO2 reduction targets of  8%, 7% and 6% for Europe Union, US 
and Japan respectively by 2008 to 2012. 

Japan insisted to attain the target by absorbing CO2 with the development
of forest inside of the country. US stood the same side with Japan 
resisted European Union that is more aggresive to attain the target. 
The angry of NGO people was directed against US as a result.

It was a great success when reduction target of gas emmision were settled 
for each blocs in the International Meeting In Kyoto in 1997. But there 
have been a great difference in opinion as how to attain those targets
in each countries. There still exist a great difference of interests 
between developed countries and between developed countries and developin 
countries. 

I wonder why they could not work together and closer to reach an agreement
on this important issue. The total glove is now at stake for sure.

Having observed editorials in many newspaper in these days, it is not
the time to argue any more. While they are arguing which are more 
advantageious and which are less favorable, the time will come when most
major capital of those countries may sink under the surface of water level. 

Now is the time for leaders of all countries in the world should make
political decision and determination to solve this difficult issue.

My opinion this week(195):

Why is IT?

  IT Basic Law has been concluded at the last session of the Diet.
That's fine. Although I don't discuss about it in detail right now, I 
basically understand the meaning of concluding such law. The 
Government said that they would make Japan as No1. country in the
world in the fields of IT in next five years. But I wonder how much
percentage of people in this country understand the contents of IT 
itself. 

  The Government has reviewed many of public investment projects recently
and decided to stop them for they are useful anymore for our economy. 
Then the Government is now trying to invest some of those money for 
public investment into various IT projects. That would create another
waste in various area provided that many of those projects will be 
proceeded without any concrete master plans.

 Prime Minister Mori called IT it. Yes, that's right. We must now
basic question on this. "What is IT? "

 In along with the first question, we must make another question on
IT as to 5W1H. That are, what, when, where, who, why and how. What 
is IT, why is IT, and how is IT? 

 The Government is now requested to explain all of those basic questions
about IT to people, which is very necessary before they start any of
public works related to IT in years to come.

My opinion this week(196):

What to be done in millennium

 There are only a half month left for this year. We had better say 20th
Century rather than say this year. Yes, it is the end of 20th Century.
But I have no special emotion for the end of the  20th Century and for
the start of the new Century. Same feeling as ordinal end of a year. 

 But as we often see various articles magazines or newspapers on the 
meaning of this century in terms of history of human beings , of culture
and of science, I had better think what old and new centuries mean to me,
to my life itself. 

@I have no ideas as to how long I can live in the new Century but I will
think deeply how I should live in days left in the new Century. Well 
some of these to be done are on the same line as I have been doing so far, 
but I wish I could do something that is quite new and unique.

 What are they? What are something that I can enjoy doing everyday? What 
are something that are appreciated by other people?

Lukewarm politicians

 kato & Yamazaki's rebellion was over and the second Mori Cabinet has 
started. Although two former Prime Ministers joined  to the new Cabinet, 
popular rate of Mori Cabinet is not improving at all. It seems that leaders
of Liberal Democratic Party just wonder why it is so.

 I was angry with the comment made by Mr. Koizumi, the President of Mori
faction. He said he believed that popular rate of Mori Cabinet would come
up due to joining of such big men. Why?  It seems that Mr. Koizumi doesn't
recognize the fact that LDP itself rather than Mr.Mori is loosing popularity
among people of Japan. They are now disgusted with the party itself.

 Mr.Koizumi met Mr.Kato and Mr. Yamazaki recently and declared that YKK 
(Yamazaki, Kato and Koizumi) alliance had resumed. He is the head of Mori
faction and those two guys tried to pull Mr. Mori from the political stage.
What happened if that non-confidence move against Mori Cabinet had passed 
at the diet. What was Mr. Koizumi's action after that?  Had he left Mori 
faction to work with those two guys or had he stopped working with those 
two any more? 

 Without expelling those two from the party, LDP gave some verbal warning
to them . That' all. Mr. Kamei who was really angry about their rebellion
mentioned recently that Mr. Kato might be a candidate for the  President
of the party in five years. I just don't understand what kind of people
are those people of LDP.

 They are really strange sort of people who have no political belief
and principle. They are a kind of people who move just for immediate
profit. YKK are just typical example as such. 

 Japanese people should refuse now to leave politics of this country
to those random politicians.
